ECM means “Entity in Charge of Maintenance”: Responsible entity for the maintenance of rail vehicles. Maintenance and repair are crucial for the safety of rail traffic. For this reason, there are extensive statutory regulations that enforce high safety standards in international rail traffic.
Since 2011, these tasks may only be performed by certified maintenance organizations. The basis for this certification is the Implementing Regulation (EU) 2019/779.
